Parking
All staff are required to apply for a permit to park in RUH staff car parks.
Charges applied for staff parking. If you chose to pay by salary deduction your first payment was taken in March, and because the introduction of charges was postponed you will not have a salary deduction in April.

Under the new system some permits are free – out of hours access, when on-call or using your vehicle for essential RUH business, and Blue Badge.
Where charges do apply, these have been aligned with our neighbouring hospitals in Swindon and Salisbury. The charges are tiered, so that staff on lower bandings pay less.
These charges apply to all cars, including electric/hybrid vehicles.
Contracted for more than 18 hours a week, or typically working more than 18 hours a week on Bank:
- Band 2 – 5 (or full time equivalent up to £35,391 for non Agenda for Change):
£20 monthly flat rate, or £1 daily purchase
- Band 6+ (or full time equivalent £35,392+ for non Agenda for Change):
£29 monthly flat rate, or £1.45 daily purchase
Contracted for 18 hours a week or less, or typically working 18 hours a week or less on Bank:
- Band 2 – 5 (or full time equivalent up to £35,391 for non Agenda for Change):
£11 monthly flat rate, or £1 daily purchase
- Band 6+ (or full time equivalent £35,392+ for non Agenda for Change):
£16 monthly flat rate, or £1.45 daily purchase
Volunteers and unpaid students:
- Free of charge – permit still required
When you apply for your permit, you will be asked to choose how you would like to pay.
Option 1 - Monthly via portal
If you frequently park on site during daytime weekday hours, you might find this option most convenient. You will need to log into the portal to pay the monthly flat rate for the month ahead – your "parking month" can start on any date.
Pros:
- You only need to remember to pay once a month.
- If you have a month when you will not be using the car park, you can simply suspend your permit by not parking and not paying.
- If you have a month where you are using the car park less frequently, you can easily choose to pay per day instead.
Cons:
- You will pay the monthly flat rate, regardless of how often you use the car park. You are paying for access to the car park, not a guaranteed space.
Option 2 - Monthly salary deduction
If you frequently use the car park and would like the convenience of not having to manually pay for your parking each month, you might find this the best option. The monthly flat rate will be automatically deducted from your salary each month. Please note, this is only available for RUH staff (not including Bank).
Pros:
- You do not have to remember to pay.
Cons:
- You will pay the monthly flat rate, regardless of how often you use the car park. You are paying for access to the car park, not a guaranteed space.
- If you want to suspend your permit, you will need to give notice in advance to halt your payments.
Option 3 - Daily purchase via portal
If you use the car park less frequently, or work a mix of day and night or evening shifts, paying per day may be the cheapest option for you. You will need to pay when you have parked – spot checks could be carried out at any time.
Pros:
- You only pay for when you use the car park – giving you flexibility to choose alternative travel, or work from home.
- If you have periods when you will not be using the car park, you can simply suspend your permit by not parking and not paying.
Cons:
- You will need to remember to pay every day via the portal
Free Permits
- Blue badge or unpaid student/volunteer – If you meet the criteria during your application process, please choose this option
- Out of hours access only – If you are applying for an out of hours permit only, not a standard permit, please choose this option
- Essential users + out of hours access only – Please choose this option if you are applying for a permit to only have out of hours car park access when you are not on-call or using your vehicle for essential RUH business

Parking fines
Saba, our parking provider, is responsible for issuing Notices of Parking Charges (parking fines) in the staff car parks. This follows the introduction our new parking system in 2024, and a settling in period to allow everyone to get used to the changes.
Notices of Parking Charges (also known as an NoPC) will be issued by Saba and any queries or disputes will be handled by Saba and the independent appeals service POPLA, not the RUH.
Notices of Parking Charges will apply for parking in an unacceptable way and for not paying. These will be placed on windscreens in a bright yellow envelope. Please ensure you take action if you receive one – these will not be warnings.
The Notices of Parking Charges will be £80, but reduced to £40 if you pay within 14 days. These will include clear information about the appeal process.
Unacceptable parking
Notices of Parking Charges will be issued for any vehicle that is parked in an unacceptable way. This includes parking on yellow lines or yellow cross-hatched areas, parking by 'no stopping' signs, blocking access routes (car, pedestrian or cycle), obstructing access barriers, blocking other drivers in, parking on the grass or on verges, and parking in areas you are not entitled to park in (e.g. Blue Badge spaces and drop-off areas).
Non-payment of parking fees
All drivers are responsible for paying for their parking via salary deduction or on a monthly or daily basis in the Saba parking portal. The only exception is those who are eligible for free parking. There will be a 90-minute grace period to allow people enough time to park and pay. After this, you may receive a penalty charge notice.
Appeals
If you wish to appeal your Notice of Parking Charges, please follow the guidance in the yellow envelope that will have been placed on your windscreen.
